Both types of Collection Scrolls are available through Event Trades, Barter Shop, Battle Campaign and sometimes Crafting, so just make sure to take part in those and be patient.

Scrolls for Collection II can be found in any of these: Flash Offers, Special Offers (Milestone, Top-Up premium), and other places, so keep your eyes on these too.
